Yes it fits snug. But, it must allow air to escape or it becomes difficult for the filter to refill from the aquarium when starting up. if your old valve is falling out you can try wrapping a layer of plumbers tape around the edge which might work or just buy a new plug.

This item is sold out and no more will be available. Some folks have glued this back in place with silicone glue. One drop on one side is all you need. More drastic steps include finding and old filter for sale, using a rubber stopper, etc.
